Modelling Cabinet Networks in Parliamentary Democracies

چکیده

Parliamentary democracies represent a common type of governance structure in numerous countries. While details vary from one country to another, the structure of a parliamentary democracy entails having cabinet ministers who each have a specific portfolio of policy interests, such as healthcare, industry, or education. A set of ministers forms a government, and such governments can change due to elections, political scandals, or health problems. A great deal of work has already explored specific types of ministers, such as prime ministers and foreign ministers, including their survival rates and levels of experience. What is absent from this research, however, is analysis of the network structures surrounding cabinets, and how these structures vary over time. This research project focuses on building mathematical models that incorporate the network structure of ministerial cabinets in twelve parliamentary democracies, analyzing whether such network information can be used to build a comparative analysis of parliamentary democracies or help predict survival rates of cabinet ministers. Governmental and ministerial models are built to analyze cabinet evolution at the country and individual levels. The conclusions reached by both types of models show that network information is extremely useful in predicting both the countryand individual-level qualities of such democracies, including rates of incumbents in governments, as well as political survival rates of individual ministers.

Cabinet Rules and Power Sharing from a Comparative Perspective: Presidential and Parliamentary Democracies Reconsidered∗

Objective: In this article, we analyze the formal rules of cabinet decision-making processes within and across constitutions in parliamentary and presidential systems. The distribution of individual cabinet positions in coalition governments: A sequential approach

Multiparty government in parliamentary democracies entails bargaining over the payoffs of government participation, in particular the allocation of cabinet positions. While most of the literature deals with the numerical distribution of cabinet seats among government parties, this article explores the distribution of individual portfolios. It argues that coalition negotiations are sequential ch...

Information Aggregation and Optimal Structure of the Executive<!-- <link href="#ajps12121-note-0014"/> -->

We model two aspects of executives in parliamentary democracies: Decision-making authority is assigned to individuals, and private information is aggregated through communication. When information is relevant to all policies and communication is private, all decisions should be centralized to a single politician. A government that holds cabinet meetings, where information is made available to a...

Parliamentary and Presidential Democracies: Which One is Best? With the exception of the United States, where a system of separation of executive and legislative powers exists, all countries that are considered to be stable democracies adopt a constitution that is, at least partially, parliamentary. A parliamentary constitution is characterized by the fusion of executive and legislative powers,...
